Governance · Digital Government · AI for Development

Reform that is politically informed, digitally enabled, and locally owned.

I help donors, governments, and local institutions design and deliver governance reform across the Western Balkans, the Middle East, and East Africa — combining political economy analysis, digital government, and AI-enabled tools to make change feasible, not just well intentioned.

Currently MULK Project Manager with UN-Habitat in Iraq, leading EU-funded modernisation of land and property systems. Former USAID senior leader, having directed governance, economic growth, and institutional reform portfolios exceeding €500 million.

About

A practitioner of reform, not only a commentator on it

A career built around delivery in politically complex environments — focused on institutions, incentives, implementation constraints, and practical pathways to reform.

Professional profile

I work where governance, digital government, and applied technology meet — turning rigorous analysis into reform that institutions can actually carry.

I help donors, governments, and local institutions design and implement reforms that are politically informed, climate-smart, tech-enabled, and locally owned. My work applies AI, digital platforms, and data-driven systems to strengthen policy design, programme implementation, monitoring, learning, accountability, and institutional performance.

Across my career I have directed portfolios exceeding €500 million in governance, economic growth, elections, and institutional reform. With USAID I served as Head of the Governance and Institutional Reform portfolio — as Technical Office Director in Montenegro and Iraq, and as Deputy in Kenya — leading sector strategy, programme design, and oversight of multi-year donor investments.

Most recently I have led Political Economy Analysis and advisory support on Housing, Land and Property reform in Iraq in support of EU programming, now continuing as MULK Project Manager with UN-Habitat. As Co-Founder of EmpowerDevTech and the Climate Canvas Initiative, I have developed digital and AI-enabled solutions that advance localisation, strengthen organisational capacity, and equip local actors to respond to governance, climate, and market challenges.

How I work

Strategy anchored in implementation reality

The emphasis is on what can actually move within real institutional and political constraints.

Politically informed

Programmes and recommendations are shaped by incentives, actors, interests, and administrative reality — not only by formal mandates.

Operationally grounded

Design choices are connected to delivery mechanisms, staffing, sequencing, risk, and institutional ownership.

EU and UN literate

Strong command of the expectations, language, and structuring logic of EU, UN, and USAID programming.

AI- and data-literate

Digital and AI tools are treated as governance instruments that must fit legal frameworks, institutional routines, and human capacity.
